Improves player and/or NPC faces transferred from FaceGen Modeler by adding a new race that compensates for Fallout's built-in racial and gender modifiers.

A few tweaks to the vanilla female child texture for a more tidy appearance with some clothing and armor.

Replicate some of the things which I feel made FO3 and FNV better roleplaying games, without getting in the way of anyone who wants to play FO4 as a simple shoot-em-up.
