Nerfs Torch damage so it's not ridiculously strong

Offers two different buffs to Giant Killer feature for Hunter Ranger. One interrupts multiattack of Large creatures, the other removes the size category limitation.

Fixes Dragonborn Breath weapons that was supposed to be a line. The line was too short, making it just a smaller cone. Now it's the 30 ft. / 10m that it was supposed to be. Also changes the recharge from Long Rest to Short Rest, as it is in the original ruleset.

Reverts Racial Ability Score Bonuses from floating +2/+1 to PHB Rules. Also changes Dragonborn breath weapon to once per short rest accordingly.
