Makes the player only able to save the council if enough assignments from Hackett were completed

Allows the Player to interact with the Galaxy map after the first 4 main story missions without immediately being grounded by the council, and allows for going to the citadel to turn in any remaining quests until they are grounded and the game prevents you from returning after you steal the Normandy.

Allows the player to be skeptical of the Reapers in the beginning of the game and have their explicit refusal to do the mind meld with Liara be respected.
