Replaces the first set of Freighters in any system with the Capital Freighter of that system.

This mod is an adaptation of an already existing one, to include the new Outlaws/Pirate systems. It increases the chance for starships and freighters to spawn as S class in systems they are able to spawn, to reduce the amount of grind to find them.
