Calradia was a patchwork of small city-states before great conquerors of old united them into large kingdoms and empires with fire and sword. What if those kingdoms and empires were to fail, and every town could be a kingdom again? There would be more war and violence, of course... but also, opportunities for the new great conquerors to arise.
