100% Save Files for Normal, Hard, and Bad Ass Difficulties, meaning the Cheats Menu will be available (hit the START button to bring it up on the map / stage selection screen or while playing in a mission).

All the ship bonuses unlocked. I think I set the game difficulty on Easy to do this, but you can play any mission again on any difficulty you want.

All weapons unlocked, along with all the skins/costumes, and alternative game modes.

A save file (middle slot, I think) that has all Crew Skills & Tanks & Camouflage Unlocked. You can replay each mission in the Campaign without fail and not worry about the relationships needed for unlocking the emancipated skills of each tank crew. darkseol had a great file for the 100 Percent Assets and Collectibles Collected (for the main game), but he forgot the safehouse upgrades. I went back and got all 16 of the safehouse upgrades and saved the file again before I used a well-known glitch to reset the game back to just before the story mission Stick Up & Delivery.
