NOT A "FIX"! Workaround for a currently unsolved bug that happens during the Battle for Whiterun in the Civil War questline where Whiterun gets stuck in a permanent state of bombardment. Citizens will randomly get bombed weeks or even months after the battle, and any stay in Whiterun is sure to leave you wanting some peace and quiet.
