Should decrease the probability to be staggered using Ward III

Removes staggering from dual casting from weaker novice spells. Keeping even a dragon constantly staggered makes the game boring. This mod removes the staggering caused by dual cast lightning, fire, and frost when the spell is novice.

Makes the balance spell less powerful.
