NPC's can run out of ammo

Out in the wasteland, it is a well known fact that ammo isn't very common. So why should NPCs have access to an infinite number of bullets? This mod makes it so that all NPCs (excluding robots) can run out of ammo for their gun, and be forced to resort to melee combat
